gation it was determined in one 12-month period, nearly $75,000 had been paid on fraudulent claims. It was also confirmed that all species of hawks and owls were being killed at random. The hawk/owl bounty law was soon repealed. In 1944 the PGC again established a bounty on great horned owls. In the 25 years of bobcat bounties, 19131937, payment was paid on 7,035 of these wild felines. The bobcat bounty was discontinued in 1937. Gray foxes were the species that remained on the bounty list for the longest period of time. A price was paid on them in the late 1800s, and intermittently remained there until the bounty system was discontinued in 1966. Red foxes were protected during the 10-year period between 1930 and 1940, and from 1943 until 1945. With various species being placed on the bounty list, during the late 1800s and early 1900s, the bounties were paid by individual counties. It was 20 years after the PGC was established when, in 1915, the system of bounty payment was changed and all claims were handled through the PGC at Harrisburg. The bounty office in Harrisburg played an important part in the trapping and bounty system history of Pennsylvania. Old PGC records indicate that in 1921, the agency paid out $128,000 in bounties. From 1922 through 1932, the commission’s allotted bounty budget was about $95,000. In those early years, the cost of the bounty system represented about 10 percent of the agency’s budget. During the fiscal year June 1, 1945, through May 31, 1946, more than $200,000 was distributed for bounty payments. This was the highest yearly amount for bounty payment. PGC records indicate that from 1915 through 1939, more than $2 million was paid out in bounties. From 1913 through 1966 bounties were paid on: 7,305 bobcats; 499,493 gray foxes; 416,127 red foxes; 26,222 mink; 1,271,798 weasels; 26,608 great horned owls and 2,980 goshawks. This involved 832,480

claims that resulted in $5,332,944 in payments. Mink were eventually removed from the bounty list in 1921. It wasn’t until 1951 that bounties were removed from goshawks, and 1954 for weasels. Throughout the years the Keystone State’s bounty system was one of the agency’s most controversial programs. During the late 1950s, several wildlife biologists started challenging the effectiveness of the bounty system. Roger Latham, a popular outdoor writer who once served as a biologist for the PGC, wrote a series of articles debunking the system. He pointed out that by 1960, only 29 states were continuing with the bounty system. A 1963 PGC survey confirmed that while 29 states continued to pay bounties, only 10 states were using wildlife funds to fund the program. In October 1965, the $5 bounty was removed from great horned owls, and on June 30, 1966, the PGC removed the bounties on red and gray foxes. This program termination signaled the end of a 283-year bounty era in Pennsylvania. Present day wildlife scientists confirm that the demise of the bounty system was long overdue. It’s important to remember, though, that our early game managers had little formal training and made their decisions on rudimentary expertise and experience. The bounty system might well have been suitable for that particular era. However, few outdoor enthusiasts can dispute that the termination of bounty payments was appropriate. Nevertheless, perhaps it’s appropriate to remember that the bounty system was the catalyst that pushed our earlier day sportsmen to pick up gun and trap and go afield to answer the call of the wild. Bounties truly played an important part in Pennsylvania’s wildlife history.
