In Angola 2007/2008 - (Page 9) CONSTRUCTION Infrastructure — Building a Solid Foundation for Growth have been hired to take part in the public works project. • In April 2007, the government awarded five jobs within the program to rehabilitate main and tertiary roads in the city of Luanda. The selected firms include Queiroz Galvão, Andrade Gutierrez, Empresa Sul Africana de Montagem (ENSA), Norberto Odebrecht, and Camargo Correia. • The project will include the rehabilitation of the Luanda/Kifangondo Freeway, Ngola Kiluanje Avenue, Quarta Avenue, and Quinta Avenue. Via do Bengo • Beginning in August 2007, the rehabilitation of the 130 km Caxito/Muxaluando/Nambuangongo highway will cost the government an estimated USD 73 million. The construction will be managed by two companies, Paviterra and Soconinfa. • The rehabilitation of this stretch is of major economic importance because it will allow farmers to transport their merchandise more quickly to Luanda, thereby facilitating the food goods production process. Basic Infrastructure Rehabilitation Project • Contractor Odebrecht will manage the rehabilitation of the rainwater drainage system, sewer system, public lighting, water supply station, and road paving in three cities in Kwanza Sul. The project has been budgeted at USD 299 million. Quality infrastructure is essential to the growth of many sectors in Angola, including agriculture, commerce, transportation, tourism, and many more. The benefits of a solid infrastructure are truly endless. The rehabilitation of a network of roadways of approximately 73,000 km, one of the largest networks in Africa, is one of Angola’s more pressing current needs. Inadequate road conditions have hindered progress in many areas and, as a result, have become a major focus for improvement and rehabilitation in Angola. Some current infrastructure projects in Angola include: Cabinda Road Rehabilitation • In the municipality of Cacongo, Tecnovia and Emcica recently completed work on a 41 km stretch of the Bichequete/Massabi roads. • Rehabilitation of a 25 km stretch of road, between Cabinda Airport and Yema, is currently in the initial phases. • Road works linking Cabassango to the Settlement of Zenza do Lucula, in Tando Zinze commune, are currently in progress. • Projects are under way to repair and upgrade the Forças Armadas Angolanas Avenue (the stretch between Forças Armadas and Duque de Chiazi avenues, Cabassango/Fútila), in addition to repairs and maintenance on the Fútila/Lândana stretch. Lunda Norte Road Rehabilitation (Part of the 2007/2008 Program to Upgrade and Extend Basic Social Services to the Population) • The rehabilitation project encompasses the repair or construction of approximately 30 bridges, the repair of the Lunda Norte road network, and the rehabilitation of the national highway linking Luanda, Bengo, Kwanza-Norte, Malange, Lunda Norte, and Lunda Sul. Government Program to Rehabilitate National Roadways and Bridges • The government will spend approximately USD 3 billion on the rehabilitation of roads and bridges over the next two years, covering 8,000 km of roadway. The project will include repair on interurban roads, focusing on main roads in Luanda, to help link the federal capital to provincial capitals. • Under this program, approximately sixteen foreign and fourteen Angolan firms Although many projects are currently under way to fix the roadways in Angola, there is still a great need for additional road network rehabilitation in the country. The construction sector in Angola is under the responsibility of the Ministry of Public Works. Fair Business Practices Stressed in Construction Sector The government has declared that construction companies have 90 days to submit their corporate statutes, balance sheets, and financial statements for 2004-2006. The documents must indicate any problems with company accounts, including outstanding balances, debits, and credits, as well as the company’s shareholder structure. The Secretary of State for the Public Sector feels that enforcing these rules will help to improve accountability, strategy, business plans, management, and financial, economic, and asset control within the sector. The government will assess the submitted information in order to determine the individual status and economic position of Angola’s public companies. 9
