The proposal also would allow electronic media to qualify as related technical instruction, meaning that distance learning could be part of the technical instruction. For current apprentices to demonstrate proficiency in particular skills, the proposed changes provide for interim credential certificates. Also, an apprentice could move across state lines, provided the host state has comparable policies. The proposed rules appeared in the December 13, 2007, Federal Register. Transition to Community College A pilot program to encourage transitions from high school to community colleges has now been opened to all interested community college campuses. The College and Career Transitions Initiative (CCTI), a project of the League for Innovation in the Community College, promotes partnerships between secondary schools and community colleges, especially aimed at reducing the need for remedial education for incoming college students. CCTI also focuses on helping young people know about career pathways and on expanding dual or concurrent enrollment. The new CCTI network is open to all community colleges in North America at no cost.
