GPS World - May 2008 - (Page 42) GPS WORLD EXCLUSIVE Angie Dorsey Senior Member | Engineering Staff, Jet Propulsion Laboratory Mitch Narins Chief Systems Engineer | Navigations Services, Federal Aviation Administration ª My first goal is to celebrate the announcement of enhanced Loran as a position, navigation, and time backup to GNSS for the U.S. homeland. Follow-on goals include assisting DHS in achieving eLoran service provision and working within RTCM and RTCA to establish the required MOPS for maritime and aviation users. The ultimate goal remains to ensure the robust, uninterruptible, incorruptible, secure, and interchangeable delivery of PNT services to support safety, security, and economic well-being and drive the development of location-based services Ð for aviation, for maritime, and for all PNT users. LBS is certainly the ª plasticsº of the 21st century, and I become more excited every day to be a part of it. º ª Our team plans to demonstrate decimeter-level real-time position accuracy of an aircraft using a BlackJack GPS receiver modified by JPL to receive signals from a TDRSS communications satellite, carrying JPLs Global Differential GPS cor' rections. I am also involved with the build and test of the Jason-2/ Ocean Surface Topography Mission (OSTM) BlackJack GPS receivers. An Earth-orbiting oceanographic satellite, Jason-2/OSTM is scheduled for launch in June of 2008. º Colonel David W. Madden Commander | Global Positioning Systems Wing, U.S. Air Force ª In the next 18 months, the GPS Wing will launch the two remaining GPS IIR-M satellites, award the GPS III spacecraft contract, launch the first GPS IIF satellite, and develop a prototype User Equipment card to process the new Military Code signal. The Wing will continue its efforts to build a ª backto-basicsº foundation of rigorous systems engineering practices by incorporating strategies like parallel risk reduction, capability insertion, incremental delivery of timely and valuable capabilities, best business practices, and contract incentives. GPS III, the new Next Generation Control System (known as OCX) and the Modernized GPS User Equipment programs will incorporate the latest concepts on these kinds of innovations. With back-to-basics leadership and a more agile systems engineering and integration workforce, the Wing will continue to deliver new capabilities by synchronizing space vehicle, control segment, and user equipment acquisitions to enhance GPS services for its military, civil, and commercial users. º www.gpsworld.com Jason Y. Kim Senior Policy Analyst | U.S. Department of Commerce; Senior Advisor | National Coordination Office for Space-Based Positioning, Navigation, and Timing ª I wear two hats within the GNSS community. As a Commerce official, I promote U.S. industry interests such as maintaining a level playing field in GNSS markets. As part of the National Coordination Office, I also support national-level efforts such as GNSS education and outreach. In both organizations, we work hard behind the scenes to meet the growing needs of the global user community and to ensure continued U.S. leadership in GNSS. As the administration changes in 2009, we' ll be educating our new leaders about the importance of GPS modernization, international cooperation, and our policy of no direct user fees.º 42 GPS World | May 2008 http://www.gpsworld.com
