For the past year, AAHOA supported the Save our Small and Seasonal Businesses Act, a bill which would have increased the number of H-2B visas granted to foreign workers. Unfortunately, the bill never came to a vote, and recent efforts to repackage it within the war appropriations bill have failed. There is much legislation that stands to affect hotels, from the Travel Promotion Act to small business health insurance plans. As AAHOA moves further into 2008, we are resolved to pursue our advocacy ends with the same steadfast drive that runs our businesses. As in business, however, success in advocacy requires prioritization, and the most pressing issue currently facing our industry is, without question, the Employee Free Choice Act. Add a breakfast, add a pool, and ceteris paribus your profits should increase. In a business seemingly driven by efforts alone, it is easy to overlook that we often rise or fall according to the prevailing laws. We also overlook the fact that we have the ability to play a real role in shaping these laws. Over the past few months, I have visited Washington, D.C., several times and met with key members of Congress and cultivated relationships with AH&LA and NABHOOD. By linking arms with similarly situated groups, we hope to benefit all hotels and small businesses. As a hotel owner, I inevitably view legislation in terms of what is best for my business— from roof to reservation desk. In the space remaining I will hit some of the high–or rather, low– points of laws worth watching. Case in point for the close relationship between the laws on the books and the bottom line is the misnomer Employee Free Choice Act. By depriving workers of the ability to freely choose whether to join a union, this bill flouts the traditional union raison d’être–freedom for employees to have a say in the terms of their own employment. The bill failed, but the movement behind it remains intact. We must remain vigilant in the months ahead, lest hard-working hoteliers lose control of their hardwon businesses, deprived of the ability to provide a positive work environment for their employees.
