Smith Rising costs, the STR lack of material and longer entitlement processes caused the average time to build a hotel in 2006 to draw out to more than 19 months— more than seven months longer than it took to build a hotel in 2000. According to Randy Smith, co-founder and chairman of Hendersonville, Tenn.-based Smith Travel Research, longer construction time isn’t necessarily a bad thing. See Costs | page 43 National Report–A new rule outlining the responsibilities employers have when they receive no-match letters for their employees was set to go into effect in mid-September, but a California judge ordered a temporary injunction, which expires Oct. 1. At press time, the future still was cloudy regarding what might happen with the rule, formal- ly called “Safe Harbor Procedure for Employers Who Receive a No-Match Letter.” Should the injunction expire with no further legal action, the rule, first proposed by U.S. Immigration and Customs Enforcement in June 2006, will go into effect.
