Anheuser-Busch is opening not one, but four, parks on Palm Jebel Ali: SeaWorld, Busch Gardens, Discovery Cove and Aquatica. Warner Brothers has signed a deal to bring a superhero theme park in nearby Abu Dhabi. There' s a Universal Studios park going up. And Disney is also said to be looking at the lucrative market. Dubai serves as an interesting case study for a region with many key assets: money to spare from tourism, oil and outside investors; seemingly endless expanses of open land; access to coastline; cheap labor; and a government with minimal layers of red tapeÐ not to mention one that is eager to court big developments. In fact, much of the development in Dubai seems to be controlled by what we could call the Big Three: Emirates for tourism and airline, Nakheel for development and construction, and Jumeirah for hotels and resorts. There' s almost a whiff in the air that people are just waiting for Dubai to failÐ or, at least, to hit a major slowdown in its rapid growth. The key to continued success may well be how much the UAE focuses on infrastructure. Beyond all the sexy headlines touting the world' s tallest freestanding hotel or a new set of manmade islands, Dubai does seem to realize that what happens in its ª back-ofhouseº is critical. From a new airport to highways to a metro system, the emirate' s leaders are trying to grow for the long term. I hope they succeed. Only time will tell if Dubai' s braintrust can solve other, more pressing infrastructure issues. Like water. The Dubai Electricity and Water Authority claims that the emirate' s water demand is increasing 15 percent each year. And DEWA also says that power demand is rising at an annual rate of 20 percent. So I' m just waiting for the next news release, the one that touts the world' s largest desalination plant or the tallest wind turbines. I don' t doubt that Dubai could pull it off.
