(NEMA) and the Next Generation Lighting Industry Alliance (NGLIA) welcomed the Sept. 30 announcement by the U.S. Dept. of Energy that the Energy Star Solid State Lighting (SSL) Program has become effective. The program will label SSL lighting equipment, including undercabinet; recessed downlights; and outdoor path, step, and porch lighting that meet high standards for energy efficiency and performance. •Sound off on proposed ASHRAE changes: ASHRAE is soliciting public input on more than 35 suggested additions to current standards, and a proposal to withdraw one standard. General Services Administration (GSA), after further evaluation, clarified its position on two matters under consideration by the International Code Council. As reported earlier in the New York Times, the dispute among safety officials and real estate executives nationwide involves the costs of the additional safety requirements, enacted in response to the 2001 World Trade Center attacks. GSA will withdraw its proposal to change the requirements for the fireproofing of steel structures in tall buildings. GSA also will withdraw its comment on an additional stairwell, as there is now a comment to consider elevator evacuation. GSA’s proposal to use elevators for occupant evacuation intends to evacuate buildings more efficiently by providing an alternative means to safety. The goal of GSA is to provide building designers with as many options for occupant evacuation as possible. The evacuation options will be flexible enough to apply to individual circumstances of site, configuration, materials, and building use. GSA, along with the National Institute of Standards and Technology (NIST), will continue to support four additional proposals that improve occupant safety—all of which support recommendations in the NIST World Trade Center Report: •Strengthen the code to plan for more stair capacity •Add requirements for two-way communication systems between the elevator landing and the fire control center—this aids people with limited mobility to use stairwells •Require a written fire safety and evacuation plan •Strengthen the exit-stair size requirement.
