The current five-year investment plan, which was approved in November last year, has four main categories: continuing projects with a total budget of ƒ42.7 billion priority projects to start as soon as funding is available worth ƒ32.4 billion other projects, such as requests from local authorities, valued at ƒ35.5 billion, and projects to complete the whole plan worth a further ƒ45.9 billion. But, as Elia points out, the latter are largely “dreams” on the part of politicians. A new method of funding extraordinary maintenance will be introduced this year. “We will sign a service contract with the government to maintain an agreed level of availability on each line which will determine the amount of money needed,” says Elia. The new contract will be worth about ƒ1 billion, but RFI will incur penalties if it fails to meet the terms of the contract. RFI has separate performance contracts with Trenitalia and the 25 or so independent train operators. RFI also issues all operating rules, homologates new standards like ERTMS, and investigates accidents. However, the National Agency for Railway Safety (ANSF) was set up last month to take over responsibility for new operating rules, safety certification and monitoring railway safety. ANSF will need about 300 staff, about half of whom will come from RFI. For the future, Elia says the priority will be to complete the high-speed network and works needed to increase capacity. “To be able to finish this project, we will incur more than ƒ6 billion in debt. The real challenge will be to find such a profitable management to allow us to pay back the debt.” IRJ 32 IRJ May 2008
