Marine Log - January 2009 - (Page 11) UN SECURITY COUNCIL AGREES TO NEW ANTI-PIRACY MEASURES Extension for vessel discharge permits On Dec. 19, a federal judge issued an order extending the exemption for vessel discharge permits under the Clean Water Act's National Pollutant Discharge Elimination System (NPDES) permit program until Feb. 6, 2009. The court order extending the regulatory exemption came in response to an emergency motion filed Dec. 18 by the U.S. Government and the Shipping Industry Ballast Water Coalition. A mid continued pirate hijackings, the UN Security Council agreed last month to new anti-piracy measures that would permit Somali pirates to be pursued on land—and the Vienna-based UN Office on Drugs and Crime (UNODC) proposed a number of practical steps to help in dealing with the problem. The resolution was sponsored by the U.S. Secretary of State Condoleeza Rice who called for the maritime industry to promote capabilities to enhance ship selfdefense. “Once a hostage situation develops, the stakes in military operations increase,” she said. “Consequently, an important part of counter-piracy efforts must be measured in enhancing self-defense capabilities of commercial vessels, increasing the odds of success against pirates until warships arrive.” One option proposed by UNODC is to deploy “ship riders”—local policemen from the region—to arrest pirates and have them to be tried in the region. Under a special agreement, a law enforcement officer from, for example, Djibouti, Kenya, Tanzania or Yemen, would join a warship off the coast of Somalia as a ship rider, arrest the pirates in the name of their country, and then have them sent to their national court for trial.
