As contributor Bill Ebersold writes in this month's cover story, the cruise ship order book has swollen to more than $25 billion, with more post-panamax-size ships to come online this year than in any year previous. With continued passenger growth expected, particularly in Europe—and strong revenues, there is much for cruise lines to celebrate. However, a recently released report from the U.S. National Transportation Safety Board (NTSB) could put a damper on the party. The report outlines the probable cause of the heeling accident involving the M/V Crown Princess that resulted in serious injuries to 14 and minor injuries to another 284. The accident occurred on July 18, 2006 while the ship was about one hour out of Port Canaveral, Fla., heading to Brooklyn, N.Y., on the last leg of a 10-day roundtrip from the Caribbean. According to the NTSB, the captain ordered the vessel to full speed to get ahead of a storm off of the coast of South Carolina. The vessel's integrated navigation system (INS) caused the ship's heading to fluctuate around its intended course. Alarmed by the perceived high rate of turn, the second officer attempted to manually steer the vessel, turning the vessel back and forth between port and starboard. The second officer's actions resulted in the vessel heeling to a maximum of 24 degrees. The captain returned to the bridge, slowed and stabilized the ship. The vessel had been in service for about one month at the time of the accident. What's troubling about the NTSB report is that it points to inadequate training in the use of Integrated Navigation Systems, which are widely used in cruise ships. The agency recommends to the U.S. Coast Guard to propose that IMO make training mandatory for watchkeepers for ships equipped with INS and IBS. Right now, there is no such requirement. It also calls on the Cruise Lines International Association (CLIA) to voluntarily provide INS/IBS training to watchkeepers until IMO takes action. It also calls on manufacturers, SAM Electronics and Sperry Marine to work with cruise lines and other vessel operators to disseminate information on potential errors and problems with INS and IBS to help advance crew training.
