Marine Log - February 2008 - (Page 6) Update INLAND • COASTAL OFFSHORE • DEEPSEA Artist’s concept of the HOS Ironhorse, an 8,000 dwt Multipurpose Supply Vessel being built by IHC Holland Merwede biz NOTES DHS rolls out “National Response 3.0” Calling it “National Response 3.0,” U.S. Department of Homeland Security Secretary Michael Chertoff (photo inset ) last month unveiled a “less bureaucractic” and more “user friendly” National Response Framework (NRF), the successor to the National Response Plan. The NRF focuses on response and short-term recovery, laying out the principles and architecture by which the U.S. prepares for and responds to all hazardous disasters across all levels of government and all sectors of communities. The original National Response Plan was announced at the end of 2004. Chertoff says the lessons learned after Katrina were put into a revision, but also DHS took the opportunity to “take a step back” and then “put together a framework that would work for everybody who’s involved in the process.” The NRF and its annexes will go into effect 60 days after publication in the Federal Register. ornbeck Offshore Services, Inc. (HOS), Covington, La., continues to expand its deepwater and specialized offshore fleet. Last month, it was expected to close a deal to acquire a DP-3 Class Multi-Purpose Supply Vessel (MPSV) from subsea construction company Superior Offshore International, Inc., Houston, Tex. The acquisition involves the 131.7m x 22m Superior Achiever, a T-22 class DP-3 MPSV, currently being built by Holland’s Merwede Shipyard for delivery in the fourth quarter of 2008. HOS had previously contracted with the Merwede Shipyard for the HOS Iron Horse, a T-22 class DP-3 MPSV of the same design, HOS EXPANDS MPSV PLANS H which is expected to be delivered in the fourth quarter 2009. The 8,000 dwt HOS Iron Horse will be equipped with two cranes, a helideck, a moon pool and accommodations for 100 people. The primary crane will have lifting capacity of up to 400 tons in up to 3,000m of water depth. The two newbuilds at Merwede along with the 370 Class HOS Centerline and HOS Strongline, currently contracted for conversion by Cianbro Inc., would boost HOS’ MPSV fleet to four. Additionally, when it signed its contract with Merwede, HOS also had a four-year option to build two sister ships based on the T-22 design at a U.S. ship- yard. HOS has also agreed to lease back the Superior Achiever or another acceptable vessel to Superior International under a five-year time charter agreement. MPSV’s are capable of providing a variety of maintenance functions for deepwater oilfields, including the carriage of large equipment and personnel. Beyond its MPSV plans, HOS also expanded its current offshore supply vessel (OSV) newbuild program at Atlantic Marine, Jacksonville, Fla., with orders for two additional 240 ED class OSV’s. Atlantic Marine is now building six OSV’s for HOS, with deliveries until 2010. In all, HOS is now building 16 DP-2 vessels at U.S. shipyards. New joint venture yard in Mexico AUSTRALIA’ S S T R ATEGIC Marine is teaming with Servicios Navales E Industriales S.A. DE C.V. (SENI) in a joint venture to build two 52m aluminum crew boats for Arrendadora Ocean Mexicana S.A. de CV (Blue Marine Offshore) in Mexico. Strategic Marine’s investment in the Mexican shipyard is its first foray into the American market. It already operates yards at its Henderson headquarters in 6 MARINE LOG FEBRUARY 2008 Accident report delayed The release of the report detailing the findings of an investigation into the capsizing of the AHTS Bourbon Dolphin has been delayed until Apr. 1, 2008. The findings were originally set to be released this month. The Bourbon Dolphin capsized and sunk on Apr. 12, 2007, off the Shetland Islands. A Special Inquiry Commission was appointed by Norway's Minister of Justice and Police to investigate the accident. www.marinelog.com Western Australia, Tuas in Singapore and Dong Xuyen Industrial Zone, Ba-Ria Vung Tau in southern Vietnam. Strategic Marine chairman Mark Newbold called the joint venture with SENI, the “cornerstone” for the company’s expansion plans into the Americas. The two crewboats will be built under a $11.89 million con- tract and based on Strategic’s Deep V High Speed Planing Hull design, with a 60 passenger and 100 tonne cargo capacity at a cruising speed of 20 knots.
