Westerholm will oversee NOAA’s preparation and response efforts to environmental hazards, such as marine debris and oil spills into the ocean and costal waters. PortVision, San Diego, Calif., has hired Nick Skinner as vice president of business development. PortVision is a webbased information service for maritime professionals. David Moseley has been appointed the new Washington State Department of Transportation Assistant Secretary for Washington State Ferries. Moseley is currently Vice President for the Institute for Community Change in Seattle . Nick Skinner PortVision Joel Goron Sky Connect Reginald Gaffney JAXPORT Brian Leathers has been appointed CFO for Austal’s, Mobile, Ala., shipyard. Leathers most recently served as senior vice president / CFO for a division of United Security Bancshares, Inc. Joel Goron has joined Sky Connect, Tacoma Park, Md., to expand its marine, land-mobile and indoor markets for Iridium satellite-based communications as its channel sales director. Cindy B. Taylor has been elected to join Tidewater’s, New Orleans, La., board of directors. Taylor has served as president and CEO of Oil States International Inc., since May 2006. Chuck Gordon will succeed Roger Radke as head of Siemens Water Technologies, Warrendale, Penn., a business unit of the Siemens Division Industry Solutions (IS). Gordon has been with Siemens Water Technologies management since 1995. Reginald Gaffney has been appointed to the JAXPORT board of directors. Gaffney is currently the executive director/CEO of Jacksonville’s Community Rehabilitation Center.
