Snyder SENIOR EDITORIAL CONSULTANT Nicholas Blenkey nblenkey@sbpub.com Engine emissions imperative stimated ship emissions in U.S. waters could be as much as three times greater than previously calculated, according to a comprehensive study on global ship emissions released last year. The report, Ship Emissions Assessment (SEA), authored by James J. Corbett, Paul S. Fischbeck and Spyros Pandis of Carnegie Mellon University, looked at the global inventory of emissions from commercial ship engines operating internationally on a geographical basis. One of the revelations of the study was that it estimates NOx emissions from ships, both foreign and domestic, in U.S. waters at 747 thousand metric tons as compared with previous estimates of 236 thousand metric tons. More surprisingly, the report indicates that emissions from ships on U.S. inland rivers is equal to about 70% of the emissions from ships on all three U.S. coastlines combined, despite that there are three times as many miles of U.S. navigable waterways along the coast. Thus, regulatory pressure will continue to be ratcheted up on improving emissions from ship operations. Last month, the U.S. Environmental Protection Agency (EPA) released new emissions standards that it says will “slash pollution from locomotive and marine diesel engines by up to 90%, helping Americans to breathe cleaner air as soon as this year.” The EPA standards take a threeprong approach, focusing near-term on EDITORIAL ASSISTANT Shirley Del Valle CONTRIBUTING EDITOR Nigel Kitchen sdelvalle@sbpub.com nkitchen@msn.com E certification of remanufactured diesel engines, which could begin as early as this year, and newly built engines in 2009. Longer term, Tier 4 standards that will begin being phased in by 2014, will require catalytic after treatment technology. These standards apply to new or remanufactured marine diesel engines above 600 kW or 800 hp with a displacement less than 30 liters per cylinder. This rule will impact vessels such as tugs, towboats, ferries, Great Lakes vessels and marine auxiliary engines. The aim is to cut particulate matter by 90% and NOx emissions by 80% when the rule is fully implemented. Larger diesel engines above 600 kW, so-called Category 3 diesel engines, will be handled in a separate EPA rulemaking. EPA standards apply to engines installed in vessels under the U.S. flag or in the U.S. registry. As we went to press, international vessel operators were focused on events in London, where IMO’s Marine Environment Protection Committee (MEPC) was meeting to finalize and approve proposed amendments to MARPOL Annex VI regulations to reduce harmful emissions from ships. Among the topics on the table are measures to reduce emissions of SOx and PM and the possible NOx standards for existing engines installed in ships built before Jan. 1, 2000.
