Marine Log - April 2008 - (Page 9) ‘Dolphin’ report released special commission of inquiry has released a preliminary report to the Norwegian Ministry of Justice on the loss of the anchor-handling vessel Bourbon Dolphin. The commission, chaired by appellate court Judge Inger Lyng, has clarified the course of events and causal factors in connection with the accident that occurred April 12, 2007, resulting in the deaths of eight crew members, including the Captain and his 14 yearold son. The accident occurred while the 75m Bourbon Dolphin (photo inset) was under contract to Chevron in regards to anchor-handling in the Fredriksen’s Frontline bullish on OSG A Securities and Exchange Commission (SEC) filing revealed that Frontline Ltd. and companies indirectly controlled by John Fredriksen as of March 10, 2008 together held an aggregate of 1,628,300 shares in Overseas Shipholding Group, Inc. (OSG), corresponding to 5.2% ownership. In addition to the above mentioned holding, Frontline has entered into a forward contract for 1,366,600 shares in OSG, corresponding to an additional 4.4% of the total outstanding shares in OSG. If Frontline should decide to take delivery of the shares under the forward contract, the company and the group companies will control 9.6% ownership in OSG. Frontline said it “sees the investment in OSG as a good value.” A move of the rig Transocean Rather on the Rosebank oilfield in the west of Shetland in the North Sea. In its 208-page report, the commission points to a series of circumstances that acted together to cause the loss of the vessel. One of the proximate causes of the accident was the vessel’s change of course to port so as to get away from mooring line no. 3, at the same time as the inner starboard towing pin was depressed, causing the chain to rest against the outer port towing pin. This gave the chain an altered point and angle of attack on the vessel. Together with the vessel’s current load con- dition, the fact that the roll reduction tank was probably in use, and the effect on the vessel and chain of external forces, caused the 2,974-grt vessel to capsize.
