That’s because after all the votes are counted, Americans will either have picked a woman, an African-American man or the oldest man to run in his first term for President. No matter what the results, it will be a free and fair election. However, that’s not the case everywhere. In Zimbabwe, for example, Robert Mugabe’s Zanu-PF party is using strong-arm tactics, including torture, arrests and beatings to repress the results of March 29 elections. At least the maritime industry can share in a small triumph of justice. The International Trade Federation (ITF) mobilized last month to thwart an 11,115 gt general cargo ship, the An Yue Jang, from discharging its cargo, which allegedly contained arms for the Mugabe government. ITF General Secretary David Cockroft said: “The ITF, our member trade unions and the ITUC (International Trade Union Confederation) are doing everything we consider necessary to stop this dangerous and destabilizing shipment reaching Zimbabwe. We will continue to do so, we hope with the support of the regions’ governments, but without them if necessary. “This materiel must not reach Zimbabwe,” continued Cockroft, “a country whose people are crying out for food and freedom, not bullets.” The progress of the An Yue Jang was tracked by the Lloyd’s Maritime Intelli- gence unit (www.llloydsmiu.com) via satellites and agents covering ports. At press time, the An Yue Jang, owned by China Ocean Shipping Company (COSCO), was reportedly waiting off the Port of Luanda. It was unclear whether it was going to try and discharge its cargo or refuel and head back to China. And speaking of bad guys and justice, this month in his Second Thoughts column, Nick Blenkey examines the recent piracy incidents, including one involving NYK’s VLCC Takayama in the Gulf of Aden and another on the French cruise ship Le Ponant off of the coast of Somalia. France is now calling for a crackdown, with new, tougher antipiracy measures to protect shipping. Closer to home, the battleground was a court room in Alexandria, Va., where U.S. District Court Judge Leonie M. Brinkema ruled that the work on the inner hull of the tanker M/V Seabulk Trader at a Chinese shipyard breached the Second Proviso of the Jones Act. The Jones Act, the U.S. cabotage law, requires that vessels operating in the U.S. coastwise trade must be U.S. built, fly the U.S. flag and be manned by American mariners. As a result of the ruling, the U.S. Coast Guard is ordered by the court to revoke the coastwise endorsement of 1981-built, U.S.-flag tanker to operate in the Jones Act coastwise trade.
