Marine Log - June 2008 - (Page 43) USSHIPBUILDING asked to fund programs that are building ships on time and cost, “we are asked to fund programs which are not.” The Bush administration request for FY 2009 asked for funds for construction of seven ships. • Highlights of the request included a provision of $4,188.1 million in the Carrier Replacement Program for funding for the CVN 78 lead ship and procurement of advanced lead time items for the CVN 79. • $323.2 million requested for DDG 1002 construction and advance procurement for DDG 1003. • $2.4 million for the LHA(R) program to fund technology developments. • $1,291 million was requested for FY 2009 to construct two LCS seaframes and three mission module packages. • $104 million was requested for the LPD 17 program to fund “program closeout costs.” • The FY 2009 Virginia Class submarine program saw $359.1 million requested to fund SSN 784 construction and procurement for later submarines. • $628 million was requested for the CVN Refueling Complex Overhaul to accelerate the USS Theodore Roosevelt (CVN 71) RCOH to FY 2009. • $962.4 million was requested to fund construction of two Lewis and Clark class T-AKE auxiliary dry cargo ships. • In a DOD Joint Program, $359.7 million was requested for two JHSV (Joint High Speed Vessels)—one for the Navy, one for the Army. In his opening statement to his panel’s markup of the FY 2009 National Defense Authorization Act, Chairman Taylor declared “I am convinced that the only path to a 313-ship fleet is to build ships of a proven design and build them in sufficient numbers to realize shipyard efficiency. Today’s mark is the first step toward that goal. The mark redirects Navy efforts for fiscal year 2009 and lays the framework for continued shipbuilding efforts in following years.” Notable in the panel’s mark, which was later passed by the full committee and the House, was reallocaton of the funding for the third DDG 1000. Advance procurement funding for surface combatants is set at $400 million, giving the Secretary of the Navy and Chief of Naval Operations the flexibility to use those funds for the continuation of the DDG 1000 class or for re-starting the procurement of DDG 51 class destroyers, with the Navy being strongly urged to re-start DDG 51 procurement. The House also funds three ships not www.marinelog.com in the Administration’s budget request. These include the 10th vessel of the San Antonio LPD-17 class at $1.8 billion. Also provided is sufficient funding in the National Defense Sealift Fund to exercise the contract options to build the remaining two vessels of the Lewis and Clark Dry-Cargo Ammunition Ship (TAKE) class. “These are important changes.,” said Chairman Taylor. “This mark indicates the subcommittee’s disagreement with the Navy decision to cancel the construction of the last two ships of the T-AKE class and to not fulfill the validated Marine Corps requirement for 11 LPD 17 class ships.” At press time it remained to be seen if the Senate would endorse Chairman Taylor’s approach.
