Marine Log - August 2007 - (Page 56) Last word August 2007 Vol. 112 No. 8 Look who’s been naughty T he Paris Memorandum of Understanding (MOU) on Port State Control was born in the wake of the massive oil spill from the tanker Amoco Cadiz off the coast of Brittany, France, in 1978. The vessel, which ran aground following a steering gear failure, released 223,000 tonnes of light Iranian and Arabian crude and 4,000 tonnes of bunker fuel into heavy seas over a twoweek period. The incident resulted in contamination of about 320 km of Brittany coastline and massive marine life deaths (an estimated 20,000 sea birds). The political and public firestorm that followed resulted in a call for stricter ship safety measures. Today, the Paris MOU on Port State Control is the official document in which the 27 participating Maritime Authorities agree to implement a harmonized system of Port State Control. At its annual meeting, the Paris MOU approves its inspection results and releases its port state control naughty and nice lists, or the “Black List” and “White List,” respectively. A flag’s ranking is taken into account when targeting ships for inspection and ships flying flags listed on the “Black list” are liable for banning from the region after multiple detentions. A new feature in the Annual Report 2006 will be the table showing the performance of Recognized Organizations acting on behalf of flag States. This new table uses the same method of calculation as the flag State table but counts only those detentions, which the Paris MoU considers to be directly related to a statutory survey carried out by the recog- detentions from nized organization. Det Norske Veritas, Registro Italiano Navale and Germanischer Lloyd are the recognized organizations topping the list for 2006.
