Roy Allen reflects on TTCI Anniversary TTCI’s president looks back at the history of the facility and ahead to challenges facing the railroad industry that TTCI technology can help alleviate. Railway Track & Structures: Just what anniversary is TTCI celebrating? Roy Allen: We’re calling this our 25/10 celebration. The 25 years is perhaps the most important one. This center started off built by FRA/DOT, and still is federal property. FRA ran it from 1971 to 1982. In 1982, there was some considerable doubt as to future of the site. Bill Harris took the initiative on behalf of the AAR and started negotiating with FRA Administor Bob Blanchette. Pretty much at the last minute, the two came to an agreement where AAR would operate the facility. AAR took it over on October 1, 1982, hence 46 Railway Track & Structures October 2007 the 25th year milestone for AAR operation of the facility. It’s been a very good partnership between FRA and AAR since then. Of course, when we say AAR took it over, it was the Research & Test Department of the AAR, which Bill Harris headed up at that time. As time has gone by, consolidated and folks from Chicago and Washington, D.C., moved out here. Everybody in the R&T Department was in Pueblo. On January 1, 1998, the R&T Department spun off from AAR, becoming an AAR subsidiary now known as TTCI. At the end of this year, we will have been TTCI for 10 years. That’s the background behind the milestone and how TTCI came to be. RT&S: What are some highlights of TTCI’s first 25 years? R.A.: When we look back at the state of the railroad industry in 1982, one or two years removed from the Staggers Act, we can see the incredible turnaround in the performance of railroads in those 25 years.
