According to Lease, ETP is performance-based, proving funds for trainees who successfully complete training and are retained in well-paying jobs for a specific period of time. Gov. Schwarzenegger points out that large corporations want to relocate or be located in California because it is the sixth largest economy in the world; produces more than $1.5 trillion in goods and services annually; is the number one state in the nation attracting $120 billion annually indirect foreign investment; and has a population of nearly 37 million people who have created a large consumer market for high-tech, biotechnology, food service, agriculture, apparel and entertainment. California, which is 158,302 square miles, has more than 15,000 miles of highways and freeways, 12 cargo airports, 11 cargo seaports, 18 foreign trade zones, 39 Enterprise Zones and exports of more than $110 billion annually. In addition, the state’s tourism market exceeds $82 billion. The Employment Training Tax that is paid by California’s employers funds the program, and it targets firms that are threatened by out of state and international competition, he explains. ETP, he notes, requires employers to match funds it awards for training existing workers; ETP also funds training for unemployed workers. Lease says that by the end of 2008, California’s employment is expected to reach about 1 7.4 million. This job growth is expected to come from a wide range of occupations that include stock clerks, farm workers, laborers, carpenters, salespeople, registered nurses and teachers. Growth segments will be in professional and business services, food service, education, healthcare, high-tech and bio-technology. ETP is a business- and labor-supported state agency that assists employers in strengthening their competitive edge by providing funds to offset the cost of job skills training network systems and data communications analysts, computer software and hardware engineers, medical scientists, home health aides, bio-technicians, food service workers, paralegals, legal assistants, construction and building inspectors, Lease points out. By 2014, he continues, California’s total employment is projected to reach 19 million.
