In his book, “The World is Flat,” Thomas Friedman states, “It takes 15 years to create a scientist or advanced engineer, starting from when that young man or woman first gets hooked on science and math in elementary school.” I believe that Hispanic Americans are poised to respond to this newest challenge by supplying an important source of the nation’s talent in the STEM fields. Many organizations such as SHPE have an important role to play in preparing this talent and, in the process, become an important source from which to draw to meet the nation’s growing need for scientists, mathematicians and engineers. This means there is an even bigger role for SHPE and others to perform to keep our nation competitive in an everchanging global economy. The American Competitiveness Initiative In his January 2006 State of the Union address, President Bush announced the American Competitiveness Initiative (ACI) to encourage American innovation and strengthen our nation’s ability to compete in the global economy. This ambitious strategy will increase federal investment in critical research, ensure that the United States continues to lead the world in opportunity and innovation, and provide American children with a strong foundation in math and science. Among the key academic elements called for by the ACI are: • An Advanced Placement/International Baccalaureate (AP/IB) Program to expand access of low-income students to rigorous course work by training 70,000 teachers to lead AP/IB math and science courses and increasing the number of students achieving passing scores on their AP/IB exams. • Adjunct Teacher Corps to encourage and prepare up to 30,000 math and science professionals to become adjunct high school teachers. • A National Math Panel to convene experts in math, cognitive science and education to evaluate the effectiveness of existing math and science programs and teaching methods and create a research base to improve instructional methods and materials. • Math Now for Elementary School Students and Math Now for Middle School Students to promote promising and research-based mathematics instruction, diagnose and remedy the deficiencies of students lacking proficiency, and prepare students for more rigorous math course work at the middle and high school levels. • Academic Competitiveness Grant Program to provide funding in the amount of $750 to qualified college students in their first academic year of study and $1,300 to students in their second academic year of study who have completed a rigorous high school curriculum.
