I About the Author: Adam Chavarria joined the White House Initiative on Educational Excellence for Hispanic Americans as Associate Director in June 2001. He presently serves as the executive director, a position to which he was appointed by the Bush Administration in December 2003. In this capacity, he is responsible for directing the efforts of the White House Initiative in engaging Hispanic parents, families and entire communities across the nation as active participants in improving the academic achievement of Hispanic Americans. Prior to his appointment, Chavarria served as the executive director of the Hispanic College Fund (HCF), a national nonprofit organization founded by Hispanic business leaders in 1993. Over the course of eight years, he led the organization from start-up to a successful national scholarship-granting organization, during which time more than $1 million was awarded in scholarships. Prior to accepting this assignment, Chavarria was a consultant in Dallas and also served as vice president with SER-Jobs for Progress, a national employment and training organization. A native of Harlingen, Texas, Chavarria was the first in his family to earn undergraduate and graduate degrees. He holds a bachelor’s degree in political science and a master’s degree in public administration from the University of Minnesota. As a graduate student, he was selected to attend the United Nations Conference on Trade and Development in Geneva, Switzerland. He has served as an active member of the U.S. Senate Republican Conference Task Force on Hispanic Affairs Advisory Committee since 1991. Como resultado, aquellos estudiantes pueden tomar ventaja de carreras en tecnología y ser un recurso para empleadores. Nuestra confianza se debe en gran parte a la reforma educativa que se ha dado en los últimos años. Los últimos reportes de la Ley Que Ningún Niño se Quede Atrás, conocida por sus siglas en inglés como “NCLB,” y a la “Iniciativa de Competitividad Americana” demuestran que se esta logrando un impacto entre hispanos, y SHPE forma una parte importante en el éxito continuo. En el 2001, el Presidente George W. Bush en el Decreto Presidencial 13230 encomendó la Comisión Consultiva Presidencial para la Excelencia en la Educación de los Hispanoamericanos y, en este mismo Decreto, designó a la Iniciativa de la Casa Blanca para la Excelencia en la Educación de los Hispanoamericanos como la oficina que daría apoyo a la Comisión. La Comisión y la Iniciativa de la Casa Blanca tomaron el cargo de examinar las causas del pobre rendimiento académico de los hispanos en comparación con sus compañeros escolares. El reporte de la Comisión fue sometido al Presidente en marzo del 2003 titulado “Del Riesgo a la Oportunidad: Cumpliendo con las necesidades educativas de los hispanoamericanos en el Siglo 21.” Este reporte estaba compuesto de seis (6) recomendaciones para incrementar el logro académico hispano. Una de las mas importantes fue la de implementar e imponer rigurosamente la Ley Que Ningún Niño se Quede Atrás, la reforma mas significativa en treinta (30) años que finalmente puede cambiar el rumbo de la educación hispana en América. Evidencias contundentes de que la Ley NCLB si esta rindiendo se presentó en un reporte en Julio del 2005 por la Evaluación Nacional del Progreso Educacional, conocida en inglés como Nacional Assessment of Education Progress. Los resultados de esta evaluación de largo plazo demostraron lo siguiente: • Puntajes de lectura y matemáticas en estudiantes hispanos de nueve años habían llegado a lo más alto que en otras épocas. • Puntajes de matemáticas en estudiantes hispanos de 13 años habían llegado a lo más alto que antes. • La brecha en el logro académico que existía en lectura y matemáticas entre los niños hispanos y anglosajones de 9 años de edad estaba en lo más bajo que nunca. En Octubre del 2005, la Tarjeta de Puntajes Nacional demostró que la brecha en logro académico entre estudiantes anglosajones e Hispanos de cuarto grado disminuyo, alcanzando lo mas bajo en lectura y matemáticas. Sin embargo, todavía hay mucho trabajo por hacer, particularmente en las secundarias (High Schools) en las materias de ciencias y matemáticas. Para poder competir efectivamente en la economía global, nuestra nación necesita más matemáticos, científicos e ingenieros. En su reporte “Rising Above the Gathering Storm,” Norm Augustine, dirigente del comité conocido en inglés como Gathering Storm Committee, y antiguo presidente de la empresa Lockheed Martin, dijo lo siguiente al Congreso: “los estadounidenses estamos en competencia por empleo no tan solo con nuestros vecinos sino con individuos en todo el mundo.” La principal recomendación del Comité es fortalecer la educación del kinder al grado 12, especialmente la instrucción de las matemáticas y ciencias. De acuerdo a un reporte del 2002, solo el 6 por ciento de los estudiantes estadounidenses recibieron su titulo en ingeniería. Ese mismo año, Turquía, Suecia, Finlandia, Dinamarca, y Austria otorgaron títulos en ingeniería a más del doble de este porcentaje. Además Japón y la Republica de Corea también otorgaron títulos en ingeniería al 39 por ciento de sus estudiantes y al 34 por ciento, respectivamente. Durante el 2001 y 2002, estudiantes Hispanos fueron parte del 2 por ciento de aquellos estudiantes recibiendo maestrías en ingeniería y al 1 por ciento se les fue otorgado títulos de doctorados en ingeniería. En las matemáticas, estudiantes Hispanos tan solo compusieron el 1 por ciento de estudiantes titulados con maestría y doctorados. Durante su Discurso Anual a la Nación del 2006, el presidente Bush anuncio la Iniciativa de Competitividad Americana (ACI) para fomentar la innovación y fortalecer nuestra competitividad global. Esta ambiciosa estrategia incrementaría la inversión federal en investigaciones, aseguraría que los Estados Unidos continué encabezando al resto del mundo en innovaciones, y proveería a los niños estadounidenses con una fuerte base en ciencias y matemáticas. ACI estos puntos académicos: • Expandir el acceso académico de estudiantes de bajos recursos a cursos rigorosos, entrenando a 70,000 profesores para dar cursos en ciencias y matemáticas, incrementando el número de estudiantes con buenos puntajes en exámenes como AP/IB. • Preparar a más de 30,000 profesionales en ciencias y matemáticas para convertirse en SHPE R Conference 2007 20 http://www.ed.gov
