In 1998, 87% of those surveyed said that U.S. subsidiaries of foreign F companies have more positive than negative consequences for people in the United States. Last month, the figure had fallen to just 68% (see Figure 1).And while the consensus in Washington is that the success of American companies is more important than the success of U.S. subsidiaries of foreign companies, there is a perception that compared to American companies, the foreign status of U.S. subsidiaries provides these companies with some distinct advantage.When asked whether U.S. subsidiaries of foreign companies generally compete and operate on an equal basis with American companies or whether their status as a foreign company gives them either advantages or disadvantages compared to American companies, 44% said U.S. and foreign subsidiaries operate on an equal basis. However, by a margin of 40% to 13%, those surveyed said being a foreign subsidiary offered a clear advantage (Figure 2).When comparing American companies with U.S. subsidiaries, this perception may be answered in part by the fact that many give American companies significant advantages in two areas: paying their fair share of taxes and investing in the local community. The Good News However, the news is not all bad. Respondents overwhelmingly stated that the success of American employees is more important than the nationality of their companies. In addition, there is a clear sense that when foreign companies invest in America, it is good for the economy. 73% said that foreign investment in the U.S. benefits the economy, while just 22% said that foreign companies are taking advantage of the economy and U.S. tax laws. Conclusion The results provide several takeaways for SCOA and SCOA partners. (1) Providing well-paid jobs for high skilled workers tops the list in importance to those in Washington;. (2) In general, there is a more favorable opinion of specific companies/products than when companies are considered in the aggregate. (3) While taxes and community involvement are two soft spots, the jobs message can be extended to include worker retraining, reliance on local suppliers, profit reinvestment, and environmental protection.
