John Liotti’s quest to launch a credit union in East Palo Alto may just save the whole community John Liotti is pacing. “We’re supposed to get our building permits today, and the waiting is driving me crazy,” says the stocky, goateed 39-year-old ordained minister while—again—crossing the patterned linoleum floor in the East Palo Alto headquarters of his nonprofit, Northern California Urban Development, known as NCUD.
