They’re energized.” Ordinarily, when people talk about politics or policy, they’re discussing such subjects with people similar to themselves who likely share the same views. But when a diverse demographic cross-section comes together, the discussion of complex issues takes a different and often more enlightening shape. “The public is very smart if you just give them a reason to pay attention,” Fishkin says. “They change their views and become informed, and they exhibit additional interest and concern for the whole community.” That is exactly what has happened in San Mateo County since the beginning of Threshold 2008, which is designed to develop housing policies and solutions in a more inclusive way, according to Greg Greenway, the program’s executive director.
