Tuition, Fees, and Payments 21 PAyMENT INForMATIoN Bursar’s office The Bursar’s Office handles payments of tuition and fees and distributes checks to students who receive university financial aid and are due refunds. The Bursar’s Office will notify students via e-mail when checks are available to be picked up. A student who wishes to pick up a check at the Bursar in person must identify him- or herself with a current UMass Boston ID or a valid driver’s license; alternatively, the student may ask for a check to be mailed after providing the Bursar with a current mailing address. Bursar’s Office hours are 8:00 am to 6:00 pm Monday to Thursday, and 8:00 am to 4:00 pm Friday. The Bursar’s phone number is 617.287.5350, its fax number is 617.287.3923, its e-mail address is bursar@ umb.edu, and its web address is http://umb.edu/administration_finance/bursar/index.html Students must pay any uncovered portion of the bill by the due date on the bill. Late-Payment Fee Any student who does not make full payment of his/her charges by the due date specified on the bill in which the charges are listed will be required to pay a $50.00 late-payment and a $50.00 administrative hold fee. An additional $100.00 late-payment fee will be assessed on each subsequent bill until the balance is paid in full. Late-payment fees are cumulative up to a maximum of $250.00. Tuition waivers are considered in the same manner as tuition and fee charges. Therefore, late-payment fees will be assessed when tuition waivers are filed after the due date. Payment Information Tuition and mandatory fees are computed on the basis of courses/ credits for which the students have registered. The initial bills are sent out in July (for fall semester); in December (for winter session and spring semester); and in May (for summer session) to all students who have already registered. Follow-up billings will be made periodically, reflecting any additional charges, payments, or credits that have occurred within the semester period. To avoid late charges or administrative hold, a student must pay all charges in full prior to the due date indicated on the bill. No deferred payments are allowed by the university, except in the case of arrangements made with an external tuition management agency. Students may opt for paperless billing by e-mailing or going to the Bursar’s Office. Overdue accounts will be considered sufficient cause for latepayment fees, as university regulations prohibit final registration, graduation, or granting of credit for any student whose account with the university is unpaid. Any delinquent accounts will be cause for administrative hold and must be paid in full before the student may be readmitted to the university. Unpaid accounts will be referred for collection action, with an additional collection cost of 25% of the total unpaid, assessed by an external collection agency. Late-registration Fee Any continuing degree-seeking student who does not register during the early-registration period (usually near the end of the semester preceding the semester for which he/she is registering) will be required to pay a late-registration fee of $100.00. refunds and reductions in Tuition and Fees A student who completely withdraws from the university before the sixth week of the semester will be granted a percentage refund of tuition and some fees based on the refund schedule. See the website at http://umb.edu/administration_finance/bursar/refunds. html for details. Note: Failure to attend does not constitute a withdrawal. To withdraw, a student must confer with the director of the graduate program in which he/she is enrolled, then submit a completed withdrawal form to the Office of the Registrar. The effective date of withdrawal is the date this completed form is received by the Registrar’s Office. During the add/drop period, a full refund will be given for any course from which a student withdraws or drops. After the add/ drop period, no refunds will be given for course load reductions. Students withdrawing completely from the university before the sixth week of a semester, and receiving grades of “W” for all courses, will receive refunds in accordance with the refund schedule on the Bursar’s website. No refunds will be disbursed in other cases where grades of “W” are given. No refunds will be given in cases where academic credit has been awarded. A financial aid recipient who withdraws from the university is advised to contact a counselor either in the One Stop Center or the Office of Financial Aid Services so that the federally mandated refund policy can be explained and calculated, and the appropriate accounts can be recalculated and refunded. A student who is suspended or expelled from the university for disciplinary reasons forfeits all rights to a refund. A student who has not paid in advance will be liable for any amounts due after the reduction in charges and/or awards. Please note: Fees charged only in the first semester will not be canceled or refunded unless the student withdraws before the first day of classes. Payment options Tuition payments may be made by cash, credit card, check, money order, or cashier’s check. Cash payments must be made in the Bursar’s Office, and check, money order, and cashier’s payments may be mailed to the Bursar’s Office or delivered in person to the One Stop Center in the upper level of the Campus Center or the Bursar’s Office. In addition to these payment options, the university works with an external vendor, Sallie Mae, to process E-Check and online credit card payments (MasterCard, Discover, and American Express only). This service is available online 24 hours a day, 7 days a week. A non-refundable convenience fee is assessed for each credit card or debit card transaction. No convenience fee is assessed for each E-Check transaction, but a rejected E-Check or a returned check will be subject to a $25.00 service fee. Important reminder for Financial Aid and Third-Party Payment recipients It is the responsibility of all students receiving financial aid from sources other than the university to see that the Bursar’s Office is adequately notified of such aid before bills are prepared. Credits for known scholarships are not reflected in the bills unless the Bursar’s Office has received payment from the aid source. If a student’s bill does not show credit for an aid award, the student should contact the source of the scholarship to be sure that such evidence has been, or will be, presented to the Bursar’s Office.
