All divisions continue to reduce paper consumption and utilize electronic means whenever possible and now offer an option for village residents to make credit card payments over-the-phone. The Purchasing Division recently completed the fiscal-year spend analysis. This detailed study of how the village spends funds serves multiple purposes. It provides insight into how policy is actually being implemented, puts perspective on the types of expenditures that were made, and aids in identifying future savings. This report also serves as the basis for ongoing studies and during the budget process. Each year members of the department work during Septemberfest; this year they worked a total of 94 hours during the three-day festival. Additionally, department personnel donated over 80 pounds of food to the Schaumburg Township Food Pantry; five backpacks full of school supplies to School District 54; and made generous donations to the “No Senior Goes Hungry” initiative. The department had quite a few personnel changes this year, as Lisa Happ was hired as the new Director of Finance and Rosemary McAdams was promoted to Assistant Director of Finance. The General Government Department also includes the divisions of Legal, Human Services, Public Health & Nursing, and Public Relations. Legal Division The duties of the division are handled by Village Attorney Jack Siegel, a full-time Assistant Village Attorney/Prosecutor, and a part-time Assistant Village Attorney. The Village Attorney attends all of the Village Board meetings and provides general corporate advice. Additional attorneys may be retained to represent the village on specialized matters such as labor or human resource concerns, administrative hearings before federal or state agencies, and civil claims involving the village or its employees. All of the litigation involving the village is constantly being monitored and case status is reviewed regularly. The in-house assistant attorneys handle a myriad of different matters. The Assistant Village Attorney/Prosecutor represents the village on numerous traffic and local ordinance violations at the Rolling Meadows Courthouse. He also presents liquor code violations to the Liquor Commissioner for hearing. Hearings are also scheduled before the Village Manager for business license violations. A system of due process hearings are conducted at the Atcher Municipal Center. The Assistant Village Attorney prepares ordinances, i.e., the laws of the village, and reviews those ordinances to ensure that the laws are in compliance with federal and state law. Contracts and other legal documents that need to be executed by village representatives are reviewed, approved, or modified. The Assistant Village Attorney monitors and handles over 1,400 Freedom of Information requests in a year. The release of information under FOIA is handled primarily electronically to address requests in a timely manner. Public Health & Nursing Division The number of medical equipment loans increased again, totaling 1,437 during fiscal year 2012. Donation funds given by satisfied residents allowed for the purchase of two knee walkers and four seat risers. The Schaumburg Blood Program Committee sponsored six community blood drives collecting a total of 313 units. The village continues to collaborate with the National League of Cities to offer residents a free discount card to save money on prescription medications. This card can be used anytime the prescriptions are not covered by insurance and is available at the nursing facility, the Atcher Municipal Center, or online at www.caremark.com/nlc. The emergency information form was developed in collaboration with the Schaumburg Fire Department and is available to community residents. It provides important information to public safety and health professionals who respond in an emergency. Residents or their family members complete the form and attach it to the refrigerator for easy access. The form is available at the nursing facility, all five fire stations, as well as on the village website. During this year, 756 emergency information forms were distributed to our residents. The RxBox program offers our residents a convenient, environmentally friendly solution for disposal of unused and expired medications. The RxBox, located at the Schaumburg Police Department, allows for medication disposal any time of the day at no charge. This year 1,396 punds of medications were collected.
