DEPARTMENT Over 125 area residents gathered at Chandler’s Banquets in April to honor those who contribute to the quality of life in the community through their volunteer efforts. Dan and Debbie Gallagher were named Volunteers of the Year, Feed My Starving Children was named Volunteer Organization of the Year, and the Volunteer Youth of the Year was Iza Gawel. Schaumburg was awarded sixth place in the category of “municipalities with populations between 30,000 and 74,999” in the annual Digital City competition held by the Center for Digital Government. The competition evaluates municipalities across the country and ranks their performance on a variety of technical fronts such as customer service, network infrastructure, network security, web presence, e-commerce, and more. A new voice-over IP phone system was implemented to enhance our ability to communicate with customers. The new system includes leading edge call handling functionality to help customers more quickly and efficiently reach village personnel. The computers used by fire personnel when assisting and transporting patients were replaced with new tablet laptops. These rugged, yet portable tablets allow fire personnel to communicate more effectively with area hospitals and emergency personnel to provide the best care possible. A new audio and video switching system was implemented in the Schaumburg Emergency Operations Center that allows users to more effectively use and share a multitude of information sources in the event of an emergency. Some critical internal applications have been rewritten to better assist village personnel to serve our community members and visitors. Specifically, the Customer Service Request system has been upgraded to provide easier reporting of incidents by the public, and streamline responses and resolution by village personnel. The department participated in a regional public safety dispatch system upgrade (CAD). Cellular connectivity in both police and fire vehicles were upgraded to latest technology and numerous refinements and enhancements have been implemented. A new document management system is being implemented that greatly improves the process of creating and maintaining public documents such as meeting packets and agendas. The department also performed a wide variety of internal hardware and software upgrades over the course of the year to include desktop computers, laptops, servers, and network infrastructure. Additionally, many internal applications have been upgraded or rewritten, including our online payment portal Customer Central, and our iPhone application: Schaumburg Connect. FIRE DEPARTMENT The Insurance Services Office (ISO) conducted an evaluation of the level of fire protection services in Schaumburg in February. This rating assists in establishing fire insurance premiums for residential and commercial properties. Based on an analysis of relevant data, communities are assigned a Public Protection Classification of 1 to 10 with Class 1 being the highest level. Schaumburg received a class 2 protection rating from ISO. This achievement places our community in the top 3% of Fire Departments in Illinois, and in the top 1% nationwide. This high rating provides a beneficial impact on the cost of property insurance for residents and businesses. Two new fire vehicles were received HUMAN RESOURCES DEPARTMENT In an effort to better control life and health insurance costs, the village joined the Intergovernmental Personnel Benefit Cooperative (IPBC) effective January 1. The IPBC is an intergovernmental purchasing cooperative that was founded in 1979 and consists of 68 municipalities and local government agencies with an enrollment of over 10,000 employees plus their dependents.
