I was an obvious target naively jockeying through the cluttered streets bound to end up calling my friends for $100,000 any day now. I’ve often thought of writing instructions for how my ransom should play out. The kidnapping procedure always includes some bargaining and I wouldn’t want my culturally ignorant negotiators paying too much. But now I’m less and less about planning for a ransom or preventing my kidnapping. The UN peacekeeping mission apparently now controls Cite Soleil, the capital’s worst slum and the kidnappers’ base of operations. The Haitian police are a stronger presence on the streets and suspected ringleaders are being rounded up by the UN force and by Haiti’s police. Foreigners like me aren’t alone in their concern about kidnappings. Haitians without security entourages are the most common victims and their fear fuels others. Enock Michel, a young Haitian student, told me he was getting a shoeshine on Delmas, the city’s main road, when a man who looked like a gangster stopped to admire Enock’s stylish appearance. Enock sensed a threat and looked for a policeman but could only see a few men he guessed were friends of his suspicious admirer. Enock quickly paid for the shoeshine and left, looking back for his pursuers, breaking into a run and leaving behind a real threat, or his own paranoia. Haiti is an enigma to me. Even while I heard about the restoration of order, three armed men pulled a young Haitian friend out of her car right in front of her house as she, her sister and her mother were returning home from a free Alpha Blondie concert. The message of the concert was lay down your weapons and find peace. The family paid a ransom but the kidnappers still haven’t released her. Maybe the TSA really does know something I don’t.
