He mentioned that three leading factors led him to that conclusion. First, energy security is the issue with the biggest difference between what is required to keep the U.S. secure, and what will be achieved through the current programs and proposals. Second, a transformed energy policy is likely to become a requirement for achieving the economic aspirations of the U.S. ird, energy exacerbates nearly every major foreign policy issue. He suggested that U.S. policies must be in line with what is possible globally. “In this context, long-range, arbitrary targets for cutting global greenhouse gas emissions will be quickly overwhelmed without rapid breakthroughs in energy technology and much greater global coordination,” Lugar said. Our energy vulnerability will most likely continue into the future, he said, and he vowed to challenge the winner of the next presidential election to address it. He asked those in the audience to do the same.
