With all of these technological advances accomplished, Negroponte is experiencing his own learning opportunity as he tries to distribute the XO-1 laptop to needy children. His original plan was to convince the presidents of countries to buy laptops by the millions through their national education systems and to pass them out like–or in lieu of– textbooks. Unfortunately, Negroponte overestimated the power of presidents to purchase goods directly or even to stay in office. He announced agreements with presidents only to have orders stalled by bureaucracy in Brazil and order lots reduced in Libya. As presidents in Nigeria and ailand changed, governments distanced themselves from One Laptop Per Child. Negroponte failed to realize how few countries buy school supplies on a national scale. Most school supplies are bought regionally, even locally. As a result, only Uruguay seems to have a solid order for 100,000 for one province. And Peru may buy 40,000 for use in schools being rebuilt after an earthquake. Neither country is purchasing on a grand scale or directly from OLPC: Both chose to contract with local computer companies that will buy their XOs from Quanta Computer Inc., the manufacturer of XOs. On a national scale, Negroponte also did not recognize the need to convince ministers of education that constructionist learning via the XO-1 would be more effective than traditional educational models. He initially dismissed the need for pilots or testing, believing that his and Papert’s work with Logo in Cambodia and Senegal was sufficient. He also dismissed the need for a defined implementation process or a maintenance plan, believing that children would intuitively know how to learn with the XO-1 and to fix it if it breaks. As his sales projections deteriorate on a global scale, Negroponte is trying to kick-start his production line with a “two-for-one” sales plan called Get Be a Social Worker. Make a difference.
