Ingredient Markets Market commentary for one-week period ended September 30, 2016 Cash Wheat HARD WINTER. Premiums on hard red winter wheat in Kansas City were 18c a bu higher to 9c lower last week. The sole loss was posted at 11% protein. The basis on ordinary wheat spiked 18c as soft wheat millers sought low-protein hard red wheat for their grist as offers of soft red wheat diminished with the advance of row crop harvest in the Midwest. The basis weakened early last week but advanced into the weekend. The late-week action was similar to that seen after Labor Day, when mills bid aggressively on cars to fill gaps in coverage. Once that was accomplished, buying subsided, which left the basis to drift in the following two weeks. Last week, more urgent demand reemerged as mills renewed efforts to ensure inventories and pipelines were in good order as the fall crop harvest expanded, demanding more attention from producers, elevators and transport. The Gulf market for hard red winter wheat has firmed with strengthening tied to the hike in rail freight rates for October and increased world demand. A spike in rail freight rates in the secondary market generated some alarm and added to a sense it was best to buy available wheat on the spot market. One merchandiser said secondary market rail car costs exploded from about $400 under tariff to as much as $1,400 over for October; this translated to a 50c-per-bu hike in cost of purchasing wheat. Mills earlier contracted with suppliers to deliver much of their fourth-quarter wheat needs. Fresh business in market for to-arrive wheat was limited with higher freight costs a disincentive.
