Outlook for larger wheat area in ’13-14 clouded
When the International Grains Council forecast that the global harvested wheat acreage for the 2013-14 season will reach the largest total in 15 years, or since 1998, the initial inclination among grain-based foods executives was to breathe a sigh of relief about how well markets appear to be working. After all, the 2% increase in wheat acreage projected for next season is mainly due to incentives provided by current prices, which rank among the most favorable wheat growers have ever seen. It is these prices that also account for record high farm values, even in areas devastated by this season’s poor weather. Attaining the 2013-14 harvested acreage predicted by the I.G.C., of course, depends on “normal growing conditions.” Based on recent experience, normality seems nearly absurd in wheat production, especially in major areas like North America, Europe and parts of Asia. Weather conditions have been so erratic that no one is willing to voice conﬁdence that rainfall will be sufﬁcient in the U.S. Central Plains or in the Black Sea region, which have suffered from extremes centered on dryness. The I.G.C. points to the main areas where harvested area will increase as the U.S., Europe and Black Sea region. It is telling that the outlook for China and India, two of the largest global wheat producers, shows no likely change. That prospect is an excellent sign of how shielding producers from world prices inherently works to the serious disadvantage of domestic and world supply-demand reality.
