Canadian comeback

igns of optimism are returning
to Canada's beef industry, but
cross-border trade issues still
need to be settled and major subsidy
questions resolved before the United
States' largest trading partner can say
the industry has returned to its former health. Today, more
than three years after
the first case of bovine
spongiform encephalopathy was discovered
in North America, the
Canada-U.S. border reLaycraft
mains closed to cattle
over 30 months of age. The restriction
continues to impact commercial beef
producers and is putting many Canadian purebred breeders out of business.
Dennis Laycraft, president of the Canadian Cattlemen's Association, says
opening the border to O.T.M. cows is

one of the association's top priorities.
The ban applies to breeding cattle, milk
cows and beef cattle. "We'd like to get
that normalized," Laycraft says.
Moving technical discussions ahead
with China, Taiwan and Korea to open
massive and largely untapped borders
in Asia is another top priority of C.C.A.
"We're putting a lot of energy into global marketing," Laycraft notes.

Getting back to normal
Jim Laws, executive director of the
Ottawa-based Canadian Meat Council,
representing Canada's meatpacking and
processing industries, says "normalization" of Canada's beef industry is not
imminent, "but getting closer." "When
we talk about normalization," he adds,
"it's normalization of access.
"The industry reconfirmed in February of this year that its intention is to

increase overall exports of processed
beef from our 2002 high of 521,000
tonnes to 800,000 tonnes by 2015," he
continues.
More than half of this amount would
consist of 416,000 tonnes to the United
States. "This is somewhat higher, but
not much higher than
where we have been,"
Laws says. "(We see)
Asia and Mexico going from a 2002 high of
about 126,000 tonnes to
354,000 tonnes."

other than Asia and Mexico are expected to see some modest growth but nothing exceptional, he points out.
