HOUSING (UEPH BARRACKS)

For the record, the official name of this SuMo-Nan, LLC joint venture is FY11 MCA PN52267, Construct 140PN
Unaccompanied Enlisted Personnel Housing Facility (Barracks), Helemano Military Reservation, Oahu, Hawaii.
But for the remainder of this special feature, we will refer to it as simply, Helemano UEPH Barracks.
Project History & Design Details
"Honolulu District is committed
to building and managing construction of high quality projects that
improve quality of life for service
members and their families and
that provide jobs and money which
stimulates the local economy," said
Lou Muzzarini, chief of the construction branch of the U.S. Army Corps
of Engineers Honolulu District, at
the time of the project's groundbreaking in June of 2012. "While this
is the first barracks to be constructed
by SuMo-Nan, LLC," he added, "Nan
has successfully completed several
barracks for the Army, most recently
having built the new barracks at
Fort Shafter."
"On Sept. 1, 2011, SuMo-Nan LLC
was awarded a design/build contract,"
explains Stan Sagum, project manager,
"to construct a four-story, 70-unit
barracks for the United States Army
at Helemano Military Reservation
on Oahu." In describing the barracks, Sagum says, "Each living unit
contains two bedrooms with private
closets, shared bathroom, kitchen
and dining area. Ancillary structures
include a covered motorcycle shelter,
bicycle shelter, barbecue pavilion and
a basketball court and PT (physical
training) station. All buildings were
specifically designed to harmonize
with the existing architectural theme
of the Helemano community. To

ronmental requirements, the design
incorporated a storm water quality
unit to remove contaminates from
rainwater prior to entering a storm
water detention structure.
"The design was completed in
August of 2012 and construction commenced. As is typical with all federal
construction contracts, a partnering
session was held, which included
personnel from SuMo-Nan, ASACE,
the Army DPW (Department of Public
