FINANCE, BONDING Who Is Funding the Projects & What Are the Rules? BY LEE SCHALLER Things began to look up a little last year at this time. We were told, for example, that the insurance and bonding sectors were very stable, that there was an increasing amount of investment capital entering the marketplace, and that lenders seemed to have more available funds than during the previous year. On the other hand, we heard that lenders were more disciplined, due in part to regulatory pressures, and were "not going too far out on the risk curve." What is the situation today in the areas of finance, bonding and insurance-the foundations for development, construction and all sectors of the industry? Reef Development of Hawaii, a bonding client of Risk Partners Solutions, is doing the concrete work at the Advanced Technology Solar Telescope project on Haleakala. Risk Partners Solutions provided a performance and payment bond to the owner, the Association of Universities for Research in Astronomy, for $4.93 million. 14 | BUILDING INDUSTRY | MARCH 2014
