The same performance periods referenced above are used
by the military to measure the quality of each military carrier.
During each performance period, the military assigns each
company a quality score based on the customer surveys over
the past twelve months. Then it announces the mean quality
score for the entire market of domestic (dHHG), international
(iHHG), and international baggage shipments (iUB).
The table below shows how those average scores have
improved over the past few years. International baggage
shipments are smaller, so they may be easier to complete
without significant problems. The improvement on
domestic shipments has been the strongest. This reflects an
increased focus on quality by movers, coupled with efforts
to boost the survey response rate to ensure that unhappy

customers are not the only ones filling out surveys.
The table at right shows the top origin states for domestic
military moves in 2013. These are obviously the states with
the largest military presence in general, and largely on the
perimeter of the country. Movers in these states have a
strong focus on the military sector, as they support large
military communities.
These movers and others around the country will be
watching closely to see how military volumes hold up
under the budget pressure. Another round of base closings
helps with shipment numbers in the short term, but impacts
specific communities very significantly. Military families
account for about 20% of our industry's customers, and
comprise a very important industry segment.
