Right now, we’re on an unsustainable path.” Donohue called on the nation to respond by improving “the way transportation delivers for business; removing barriers to maintaining, modernizing, and expanding our nation’s transportation infrastructure; and driving increased public and private investment.” The Transportation Performance Index combines indicators of supply (availability), quality of service (reliability, predictability, safety), and utilization (potential for future growth) across all modes of passenger and freight transportation—public transportation, highways, freight rail, aviation, marine, and intermodal—to show how well the U.S. transportation system is serving the needs of businesses and the overall U.S. economy. The national index is 51.24 in 2008, the last year for which national-level data are available, up slightly from the 2007 figure of 50.74. However, the moving average, which smoothes the annual variations, reveals a clear downward trend from 2003 to 2008, demonstrating that the performance of the U.S. transportation system is not keeping pace with the demands on that system. The initial release of the index covers the time period from 1990 to 2008. During that time, the index—or the performance of the U.S. transportation system—increased only about 6 percent, compared with 22 percent growth in the U.S. population during that time period, a 29 percent increase in passenger travel, and a rise of 27 percent in freight traffic. Transportation Authority in Philadelphia is using ARRA funds for the renovation of two 80-year-old subway stations, Girard and Spring Garden. The work includes new elevators, stairs, cashier lines, and concrete restoration, as well as lighting, signage, and fire alarm systems. New York City DOT is rehabilitating eight vehicular bridges, one pedestrian bridge, and one parking field, all of which provide commuter access to the Staten Island Ferry Terminal. The bridges support pedestrian traffic, New York Metropolitan Transportation Authority bus routes and stations, taxi service, and other passenger vehicle traffic. The rehabilitation of the St. George Ferry Ramps will restore and preserve the structural integrity of these bridges for another 25 years. This hub provides a direct connection for 60,000 daily riders to and from Manhattan. An ARRA grant is supporting rehabilitation of the Historic Eads Bridge, spanning the Mississippi River between Missouri and Illinois. The combined roadway and light rail bridge is the backbone of the St. Louis MetroLink light rail system. This project provides much needed safety rehabilitation to the bridge superstructure and piers, extending the life of the bridge by several decades and bringing it back to a state of good repair. Built in 1874, Eads Bridge is a National Historic Landmark. “Projects like these are helping turn the tide against an economy that was floundering only 18 months ago, and are creating good middle-class jobs,” the report noted—“jobs that will last for decades to come.”
