* Installation and support of any required
equipment.
* Implementation of a PTC Locomotive
Health Tracking and Monitoring System.
* Provide historical reporting and real-time
query of PTC Communication Status,
including which communication links
were in-use or active; locomotive location;
error status messages received by the BOS;
and current onboard software versions.
* Provide servers, data center network
hardware and software, and security
systems for the hosted service.
* Acquisition, configuration and support
of Federated Network Multiprotocol
Label Switching (MPLS) circuits, routers
and firewalls in a manner acceptable to
host railroads.
* Implementation of the network and
security infrastructure.
* Maintenance of all hosted service
infrastructure, networks and software

systems to ensure reliability and ongoing
interoperability with host railroads.
Henry McCreary, recently retired from
CSX and an expert on PTC, helped the
working group review the received proposals.
A technical subcommittee of the working
group, along with McCreary and ASLRRA
staff, reviewed all received proposals and
recommended that discussions proceed with
three bidders: ARINC, Herzog and Wabtec.
Those discussions are continuing, and a final
candidate will be selected shortly.
ASLRRA has applied for funding from
FRA to help defray the costs of the project
and was recently awarded a $2.5 million
grant to that end.
Next Steps
Once a vendor is selected, ASLRRA and participating short line railroads will collaborate
to develop acceptance criteria for the system.

be performed in phases and is expected to
address all components, including interoperability testing with a participating host
railroad, a successful demonstration of
onboard PTC initialization with the BOS,
locomotive software upgrades and all other
related software and services.
The implementation of the PTC regulation has been unprecedented in terms of
complexity and cost. ASLRRA is mindful
of its members' challenges and is working
hard to ensure that a reasonable solution is
provided for short line railroads. —

He has served on a variety of industry
committees, including the Railroad Shipper
Transportation Advisory Council.
