ILMA Compoundings September 2016 - 9 BOARD BRIEF A Level Playing Field Barbara Kudis A s ILMA members, we stand for quality, and through the enforceable Code of Ethics, ILMA promotes integrity and quality in lubricant manufacturing and marketing. For nearly a decade we have had a program to enforce the fact that our members are properly representing their products. The quality testing initiative, which is overseen by the association's ethics committee, ensures that all of the correct criteria are met for the claims made by the manufacturer for passenger car engine oils and tractor hydraulic fluids. The program provides a framework around which ILMA members' products can be assessed for conformance to industry specifications, supporting a level playing field for all ILMA members. Every year, the Member Affirmation form you submit as part of your company's ILMA membership renewal is reviewed to determine which members manufacture and/or market PCEOs and THFs. The association then generates a random list of 20 companies that market the products. These lists are then submitted to a third-party collection agency and its subcontractors, which are asked to collect at least 10 samples from each of the lists. The collected samples are then blind coded and sent to the third-party testing laboratory. The goal is to get 20 engine and 20 tractor hydraulic samples, with four to five of each being bulk samples. The ethics committee, which oversees the testing program, treats all test data as confidential. As part of the program, ILMA tests members' non-API licensed products on both the passenger car engine oil (PCEO) and tractor hydraulic fluids (THF). ILMA estimates about 60 percent of its member's products aren't tested by API, which is part of why this program is so important. Over the years, we have found that most of the samples tested met all of the claims, but we have seen cases where a member failed to meet the claim on its packaging. The program helps ILMA members that are deficient in some way to correct the claims and/or the oil itself to meet the specification of the end user. As successful as the program is, we need ILMA members to do more to ensure its success. We need your cooperation with those who collect samples. We are looking for better sourcing data so that our contracted collection agencies can readily get their hands on samples. We're also looking at ways to expand the testing on the engine oil side to get a broader base. Each member company that was found deficient was sent a copy of our findings and asked to correct the formulations and/or claims that were made on the tractor hydraulic fluid. Members have always been responsive and worked to fix the problem quickly by changing the label, changing the specifications or going through reformulations.
