Meanwhile, distillate inventories fell by 3.22m bbl, compared with expectations of a 1.5m bbl draw.
Data also showed that refinery crude runs kept falling
week-on-week, by 394,000 barrels per day, while U.S. refinery utilization rates were down 2 percent, still reeling from
the outages caused by Hurricane Harvey.
At about the same time period, November Brent was trading at $54.48 per barrel, up 21 cents, while October West
Texas Intermediate (WTI) was trading at $48.67 per barrel,
up 44 cents.
By Sept. 5, there were reports of some refineries preparing for restart, but no chemical plants. Valero's 395,000
bbl/day Port Arthur refinery was being assessed for restart,
while its refineries at Houston, Three Rivers, Texas City
and Corpus Christi were ramping up production by Sept. 4.
Also on Sept. 4, ExxonMobil said it would begin to restart
its Baytown refinery and chemical site, plus part of its
Beaumont site.
Expectations were that a gradual ramping up of chemical
capacities was likely over the second half of September, but
a return to normal levels of production could be weeks or
months away.

One south China-based trader told ICIS, concerning unspecified chemicals or products: "We had received the news
from American producers - they were set to talk with their
customers about the cancellation of products. And there
seemed no hope of business coming back to normal in the
rest of this year."
Economists and analysts are debating the long-term impact of the storm. Although there should be some stimulating effect on demand from the reconstruction of damaged
property and infrastructure, the fact that Houston, the
country's fourth-largest city, stalled for several days will cost
the nation in terms of lost gross domestic product.
The total bill could exceed the cost of 2005's Hurricane
Katrina, according to Texas Gov. Greg Abbott. In a public
statement, he said, "Katrina caused, if I recall, more than
$120 billion [in damage], but when you look at the number
of homes and business affected by this, I think this will cost
well over $120 billion, probably $150 billion to $180 billion."
