Looking Back on a Successful Year
of Advocacy in 2017

V

ery soon, we will be surveying our manufacturing members to find out
what their legislative priorities are for the new year. I hope you will watch
your email inboxes and share your thoughts and concerns. We use this
information to develop our annual advocacy agenda and help ILMA prioritize those
issues based on what's most important to our members. In 2017, I'm pleased to
report that we scored a number of successes on that front. Here is where we stand:
As it relates to ILMA's metalworking manufacturers, the Environmental Protection Agency (EPA) reversed its position on its proposed ban of medium-chain and
long-chain chlorinated paraffins. As Administrator Scott Pruitt assumed his post at
the EPA in late March 2017, ILMA and its industry coalition wrote to Pruitt laying
out our case, and shortly after that, the long-fought issue was resolved.
ILMA worked with the National Conference on Weights and Measures
(NCWM) to secure adoption of revisions to Handbook 130 on labeling and
performance claims for transmission fluids, including multi-vehicle automatic
transmission fluids. The new requirements, effective Jan. 1, 2018, recognize
"suitable-for-use" claims with certain caveats. For complete information, visit

ILMA also took the lead in presenting the case for a national ban on the retail
sales of obsolete oil - engine oil that doesn't meet a current American Petroleum
Institute (API) service category. NCWM has added the issue to its agenda, and all
indications are that the conference will vote on the measure at its Annual Meeting
in July 2018.
In ILMA's advocacy survey, ILMA members also designated several issues affecting
the general business community as top priority, including:
* The Affordable Care Act (ACA) - While the Senate stymied efforts to repeal
and replace the ACA, there might be some relief on the horizon for small businesses hoping to bring down costs of providing their employees with health care.
Last fall, President Donald Trump issued an executive order allowing small businesses to band together under associations to form larger risk pools and purchase
insurance across state lines, which would create a more competitive environment.
In addition, another executive order issued by the president would allow some
scaled-back plans to make a more basic form of health care available.
* Tax Reform - As this issue of Compoundings goes to press, the House and
Senate are trying to reconcile the differences between their two versions
of tax reform. It appears that relief is on the horizon for ILMA members,
including lower corporate tax rates that are more competitive globally and
