SMOOTH
TRANSITION
Marketers, distributors
experience few issues with
new automatic transmission
fluid labeling requirements

ew regulations on labeling and performance claims
for transmission fluids, including multivehicle automatic transmission fluid (ATF), took effect on Jan. 1,
and people within the industry said advanced preparations
have made for a smooth transition.
Joanna Johnson, a consultant for the Automotive Oil
Change Association (AOCA), said she hasn't received any
reports of noncompliance, and Jeff Leiter, general counsel
for the Independent Lubricant Manufacturers Association
(ILMA), said he hasn't gotten a lot of pushback related to
the standards from ILMA members.
"Nobody seemed to be ready to jump off of the ledge.
Hopefully we did a good job of educating everyone before
the standard took effect," Leiter said.
The National Conference on Weights and Measures
(NCWM) adopted amendments to National Institute of
Standards and Technology (NIST) Handbook 130 at its
annual meeting in July in Pittsburgh. NIST Handbook 130
contains model laws and regulations, including some covering engine fuels and lubricants. The American Petroleum
Institute (API) proposed the amendments to the handbook
about two years ago at the request of NCWM's Fuels and
Lubricants Subcommittee, which includes ILMA CEO
Holly Alfano and Leiter. API proposed changing the language to be consistent with the way engine oil is identified
both on the package and on bulk dispensers.
"We updated the requirements to reflect what is being done
in the market," said Kevin Ferrick, a senior manager at API.
There are more than 100 ATF types or technologies available in today's market. Multivehicle ATF technologies have
been developed and are used by both original equipment
manufacturer (OEM) dealerships and independent repair
shops to manage this increasingly complex market effectively, reduce inventories, reduce potential misapplication
and increase customer choice.
