policy, he said, "must have the full
support of the team at the top in word
and action." An environment needs
to be created and maintained where
employees feel free to share concerns
without any chance of negative repercussions or retaliation.
Communication and
TRAINING
Recent research by the Society of
Human Resource Management
suggests a significant opportunity for improvement in terms of
communicating about harassment
policies. While 94 percent of HR
professionals responding to the
survey said their organizations have
anti-harassment policies, 22 percent
of responding employees didn't know
those policies existed.

Having a written policy incorporated into an overall employee
handbook is a good way to communicate policy, says Krugel, but it's not
enough. What's essential, and also
required by courts, he said, "is to train
everyone in the company, from top
to bottom, on these policies." This is
best done, he said, through multiple
modes and channels - in-person
training, written communication
and communications in multiple
languages.
"Courts are increasingly requiring
that training be conducted in the primary languages spoken by employees
in the workplace," said Krugel.
Organizational leaders play a critical
role in communicating about policies
and expectations and serving as role
models themselves.

"The tone is set at the top and
shows up in the form of repeated
messages to employees about building
a respectful work environment, by
handling complaints quickly and
respectfully, and by taking swift action
to set examples when behaviors violate
the norms and values of the organization and its people," Porter said.
Annual harassment and hostile
workplace training is required in
some states, says Porter, and should be
conducted each year. But, he added:
"If issues arise during the year, more
frequent training should be held."
Schein adds that employers need
to take steps to ensure that employees
actually understand what is in the
policies they likely signed off on
during orientation and on an annual
basis. "Many, many times when we're
