In the traditional approach, the owner selects an architect/engineer to accurately and clearly describe the project and all requirements through plans, specifications and bid documents. The contractor is then chosen by hard bid, select bid or negotiation. • In a hard bid, the owner advertises for bidders and accepts the bid of the lowest qualified bidder. • With a select bid, the owner, often based on the specific project requirements, selects a group of contractors who they believe meet the project qualifications. The owner will then usually negotiate with the two lowest bidders. • In a negotiated contract, the owner enters into negotiations with the best-proven candidate for the job. This selection decision is usually based on confidence, trust, value, and quality. Experience shows that owners often receive a higher level of overall quality and project satisfaction with negotiated contracts. There are two design/build options that replace the traditional approach for contracts. • In the first, the owner awards separate contracts for both design and construction, with the general contractor (GC) being responsible of overseeing the entire project. While coordinating the design effort, the GC is not liable for design errors. • In the second design/build approach, the owner issues a single contract to the GC who then subcontracts design services. This relationship is often called a turnkey contract. Whichever method you select for choosing a contractor, be willing to pay a higher fee or profit to proven performers who will assume risk and be responsible for their work. Day-to-Day Details Make All the Difference Finally, it is time to determine just how well a contractor candidate will manage the daily functioning of the construction process. After all, your property is an ongoing concern and there are many issues to consider in terms of your guests’ experience, site impact, traffic flow, and proper daily “housekeeping” at the construction site. • Take a look at how experienced a contractor candidate is at maintaining active job sites on operational resorts and occupied properties. • Ask how their logistics methods minimize any impact on current guests, residents, or tenants.
