Why Them? These two cable
advocates don't always agree, but
they both serve vital roles for cable's
divergent interests. One example:
Retransmission consent reform.
Powell has steered clear of the
controversy as his biggest member
now just so happens to be a major
broadcaster. But Polka has grabbed
onto the issue for small- and mid-size
ops, who lack the leverage of larger
players. Powell's cable's leading

advocate and representative. But
Polka just might be its conscience.
Both serve a vital function. And both
have been a huge success. Powell is
one of the most articulate and trusted
lobbyists in Washington-winning
praise from both sides of the aisle.
