bill, the Senate has yet to act. So
far, 16 states have passed their own
mandatory WPV reporting requirements.
Barriers
to accurate reporting
of WPV vary. Fear of retaliation or
perceptions of how leadership will
use submitted information may dissuade
some. Others simply accept
some WPV behaviors as " part of the
job. " And still others might balk at
the time required to complete documentation,
or at the idea that nothing
will change after an incident is
reported. Lack of knowledge about
the reporting system could stymie a
well-intentioned whistleblower, while
misunderstanding about definitions
and scope may lead to issues going
unrecognized in the first place.
Whatever the reasons for under-reporting
these incidents, organizations
must adopt zero-tolerance policies as
well as include education and training
on what WPV is and how to report
it. As ANA puts it, " A workplace culture
that values silence over safety is
just another form of violence. "
Preventing WPV
ANA has urged regulatory agencies to
supplement legislation already presented
to Congress with new standards
on WPV recognition, reporting, and prevention.
It reportedly submitted this
request in 2017 to the Occupational
Health and Safety Organization but has
not received a response. ANA states
that specific standards and competencies
developed to prevent WPV should
focus on three levels of prevention:
* Primary prevention: Stop violence
before it starts through varied strategies
that include education about
risks and how to reduce exposure
when a vulnerability in the process is
witnessed.
* Secondary Prevention: Response to
any violence is immediate, and interventions
are implemented to reduce
negative outcomes.

* Tertiary Prevention: Interventions focusing
on long-term effects of WPV
should look at ongoing ways to improve
prevention programs within
the organization (ANA, 2019).

devastating number
translates to
approximately 57
assaults per day.
Meanwhile, organizations are free
to take their own steps. According to
ANA, WPV prevention requires organization-wide
participation. Employees must
be actively engaged in WPV prevention
strategies,
incorporate environmental
and administrative controls set in place
for safety, use the established reporting
system, and participate in evaluation
and process improvement of the system.
Organizations and leadership must
maintain awareness of current WPV statistics
and prevention strategies, demonstrate
a commitment to a nonpunitive
environment that supports a culture of
reporting WPV, and launch a root cause
analysis when an incident occurs.
Put simply, addressing this epidemic
requires cultivating a culture of accountability
around WPV-specifically for recognizing,
reporting, and preventing incidents.
