Transport Canada Revises Form for Maintenance Manual Submissions
CAR STD 573.01 states an approved maintenance organization applying for an amendment to its existing AMO approval that affects the procedures contained in the existing approved maintenance policy manual shall submit the text

of the proposed amendment. In cases where the existing MPM requires such extensive revision as to make this impractical, the AMO certificate holder shall supply a new draft of the complete MPM. In each case, a form 24-0070 shall be completed and submitted with the amendment application. This form must also be used for new AMO applications. At amendment 2011-2 of the CARs, Transport Canada has made available a revised form 24-0070 in fillable PDF format. The form may be accessed at www.tc.gc.ca/wwwdocs/ Forms/24-0070_1103-05_BO.pdf.

EASA
The European Aviation Safety Agency issued a proposal for a new certification memorandum on the topic of electric wiring interconnection system instructions for continued airworthiness, which is applicable to all aircrafts being certified after Jan. 1, 1958, and certified with more than 30 passengers or more than 7,500 pounds of payload, or with a type certification basis of CS-25 amendment 5 or newer. The proposed CM-ES-002 is reflecting the contents of the applied SC/CRI H-01, which was linked on the EASA website. The CM provides a detailed approach for TC projects, as well as for major change/repair and minor change/repair projects. It refers to the latest AC 25-27A and includes the flowchart of appendix B of the advisory circular as the appropriate process to identify potential changes to the ICA in an STC. EASA identifies in the CM that the use

of the above mentioned FAA AC is an acceptable method of compliance for the assessment of design changes. In a comment response document, which was made public at the end of December, the proposed final text for the new AMC 20-28 – ‘Airworthiness Approval and Operational Criteria for RNAV GNSS approach operation to Localizer Performance with Vertical Guidance minima using SBAS’ was issued. It addresses certification considerations of stand-alone and multisensor systems on board an aircraft, including the functional requirements, accuracy, integrity, continuity of function and limitations, together with operational considerations augmented by a satellite-based augmentation system. This service is similar to the U.S. WAAS and allows similar operation based on the European EGNOS system. Operational compliance with these requirements must be addressed through national operational regulations and may require a specific operational approval in some cases. The CRD closed in February and is expected to be made publicly available as AMC 20-28 in approximately two months.
