its MPM that will specify how maintenance, preventive maintenance and alterations are to be performed on U.S. aeronautical products. TCCA clarified that a supplement to an MPM is only required when the AMO is performing work at the aircraft level. A supplement is not required in order to perform specialized work on parts or equipment.

Transport Canada issues Guidance for Use of Electronic Authorized Release Certificate
TCCA issued Advisory Circular 571-006, for the Use of Electronic Signatures on the Computer Generated Authorized Release Certificate – Form One, and identified Air Transport Association spec 2000, chapter 16, electronic product and part regulatory documentation, as the standard to be used for the electronic exchange of Form One. The FAA and industry formed the Electronic Documentation Project Team to develop an industry specification to enable the electronic exchange of FAA form 8130-3 for aircraft products and articles. The requirements contained in FAA order 8130.21F chapter 5 for the use of the electronic version of FAA form 8130-3 and the specifications contained in ATA spec 2000 chapter 16 is the direct result of the efforts put forth by that team. Not only were the requirements of FAA form 8130-3

developed, but corresponding forms used by other authorities (European Aviation Safety Agency and TCCA) were considered. As a result, the FAA and EASA have accepted the use of this industry specification, ATA spec 2000 chapter 16, to enable the electronic exchange of their authorized release certificate for aircraft products and parts. In AC 571-006, TCCA details conditions that must be met by Canadian manufacturers and AMOs to enable the use of electronic signatures on TCCA Form One and the electronic exchange of Form One between the manufacturer or AMO and customers. The AC provides guidance on the use of an electronic record-keeping system to support electronic authorized release certificates. TCCA shall be notified of the intent to implement electronic signatures and/or the electronic exchange of Form One. Details of how the electronic record-keeping system is used to generate, maintain and retain the electronic Form One and how the electronic signatures are controlled shall be stated in the company approved manual. The system must meet the requirements of subpart 561 of the CARs for manufacture of aeronautical products or subpart 573 of the CARs for AMOs. Procedures and implementation of such a system must be approved by TCCA prior to use. EASA
EASA has issued a proposed certification memo CM-AS-002 to provide some clarifications on AMC20-27 – Airworthiness Approval and Operational Criteria for RNP Approach Operations including APV BARONAV Operation. The aim of the proposed CM is to provide additional guidance on the: • General applicability and intended use of AMC 20-27. • The use of SBAS/GNSS geometric altitude as a source of altitude for approaches to LNAV/VNAV minima. • Provisioning of steering and monitoring signals with angular vertical deviations as opposed to the linear deviations assumed in AMC 20-27. • Acceptance of previous demonstration of compliance with FAA AC 20-129 for credit for AMC 20-27 airworthiness and operational approval. rules for air operation to be issued, it has not been issued to date. As indicated on the EASA website, it is likely to be delayed until later this year. While the IRs for commercial air transport EASA-OPS (replacing current EU-OPS) are expected in the second quarter of this year, the issue date for the related IRs for non-commercial operation and aerial work (specialized operations) is not expected before the end of 2012. Watch for the latest development on the EASA-Flight Standards website. EASA recently announced it will soon issue a consolidated version of Part 66 – Aircraft Maintenance License next to the already published versions of Part 145 and Part M. It also will revise the current versions of Part 66 and Part 145, which have not been updated since 2010, despite a few amendments since. Another ETSO workshop has been scheduled by EASA for June 27-28 in Cologne, Germany. It has become a regular forum for the community of ETSO/TSO manufacturers, installers and operators, where topics of common interest in the various fields of aviation equipment are presented and discussed. EASA aims to update participants and gather feedback on industry and authority initiatives concerning operational, design, manufacturing and regulatory matters with the common scope of fostering safety.
