However, since 1995, ELTs built according to TSOC91 (traditional ELT) have not been permitted for new
installations. The replacing standard was TSO-C91a.
Since July 2008, all newly installed ELTs shall be
compliant with the new E/TSO C126 standard. Currently,
C126a is in place and valid for any new applications.
Equipment certified and manufactured to this E/TSO
standard also allow for better identification due to the
capability to transmit encoded aircraft registration and
higher accuracy of position information.
The COSPAS-SARSAT System ceased satellite
processing of 121.5/243 MHz beacons on Feb. 1, 2009.
MANDATE
ICAO MANDATE:
ICAO Annex 10 (Aeronautical Telecommunications),
Volume V – Para. 2.1.3 requires:

compliance with the standards of Annex
6, Parts I, II and III shall operate on both
406 MHz and 121.5 MHz. Note that
although the SAR satellite systems are no
longer able to use 121.5 MHz signals, this
frequency is necessary for homing.
ICAO Annex 6, Part I (International Commercial
Air Transport – Airplanes), Para. 6.17 requires:
From July 1, 2008, all airplanes shall be
equipped with at least one automatic ELT.
Airplanes authorized to carry more than 19
passengers may have to carry up to two ELTs.

ICAO Annex 6, Part III, Section II (International
CAT – Helicopters) – 4.7. requires:
From July 1, 2008, all performance class 1 and
2 helicopters operating on flights over water as
described in 4.5.1 a) and performance class 3
helicopters operating as described in 4.5.1 b)
shall be equipped with at least one automatic
ELT and one ELT(S) in a raft.
ICAO Annex 6, Part III, Section III (International
GA – Helicopters) – 4.8. requires:
From July 1, 2008, all performance class
1 and 2 helicopters operating on flights
over water as described in 4.3.1 a) and
performance Class 3 helicopters operating as
described in 4.3.1 b) shall be equipped with
at least one automatic ELT and one ELT(S)
in a raft. From Jan. 1, 2005, helicopters on
flights over designated land areas in which
search and rescue would be especially
difficult (defined by states) shall be
equipped with at least one automatic ELT.
All ELTs capable of transmitting on 406 MHz must be
coded in accordance with ICAO Annex 10 and registered
with the national agency responsible for initiating search
and rescue or another nominated agency.
